The Plan for Urban Services covers existing Pourashava area of Tungipara and its immediate surroundings. The plan considers ten to fifteen years time-frame (from 2010 to 2020 or 2025). The Plan concerns with the area where services will be located based on the expected development. It also indicates how the Structure Plan policies will govern on the areas and the standard for services calculated based on the population forecast.

Outline of the Plan gives guidance to the Pourashava how the urban services will be developed and be promoted, maintained with a coordinated manner.

The Plan segments into five main parts. Those parts include existing condition and demand of the services, implementation strategies, and proposals. Regulations need for the establishment and management of the services, monitoring and evaluation of the plan also incorporates. Water supply, sewerage facility, electricity, telephone and gas supply emphasizes as major concern of this plan.
