Planning regulation derives from the Western Europe to the Sub-continent after the beginning of 19th century. Before this time, the task emphasizes on city planning regulations. Zoning regulations, town-planning legislation in the Western Europe and in the Sub-continent also identifies. At that time “in England, where the ‘town’ means any collection of buildings however large, the science is called town planning. While in the United States, the larger aggregations generally referrers to as cities. The expression city planning generally uses. The phrase town planning is common use in Canada and Massachusetts.”1 Legal provisions which controls the growth, development and expansion of the city identifies town-planning legislation.

“The introductory statement of the American City Planning Institute expresses on the report of a sub-committee. Frederick Law Olmsted was Chairman of that committee, says: city planning …… concerns with the territory occupied or to be occupied by any community. With prospective physical alterations in that territory and the objects upon it. In so far as such alterations can wisely controls or influences by concerted action in the interest of the community as a social unit. This interest wisely and effectively control in the common interest.”2 The ways and means of this control guides by some specific rules and regulations, identifies as city planning law.
