Planning and development regulations notifies to control development activities in the urban areas or city areas. Purpose of the regulation clearly describes in the Article 1 of the City Planning Law of Japan in 1968. According to the Article, “purpose of planning regulation helps to realize sound development and systematic improvement of cities. Also provide by fixing and providing substance of city planning and the procedure for deciding it. Restrictions concerning city planning, city planning projects, and other necessary matters related to the city planning also includes here. Thereby, add with the balanced development of the country and to the promotion of public welfare.”

Regulations and responsibilities always inter-related words. Regulation enforces by the authority and inhabitants maintain that. Both the groups perform specific responsibilities. According to the Article 3 of the City Planning Law of Japan of 1968, “the state and local public bodies shall endeavor to carry out improvement, development and other pertinent city planning projects for cities. The inhabitants of cities shall cooperate with the state and the local public bodies take steps for attainment of the purposes of this law and make effort for establishing good urban environment.”
