Virtually, it is not possible to start implementation of all infrastructures and other development proposals at a time. First problem identifies the limitation of resources of KDA and other government bodies responsible for DADP. Besides, possibility of private sector investment in areas where infrastructure will provide on priority basis. If KDA provides infrastructure, but the land owners not responsive to the facilities, it fails within a reasonable time period. As a result, investment made in infrastructure development will not worthwhile. The facilitiesĀ remain under-utilized for long. So, the area chosen for priority investment in infrastructure, the public sector investmentĀ adequately be unused.
In total, 27 Detailed Area Development Planning Zone (DADP Zone) proposes and enable phasing out their implementation. The criteria adopted for creating DADP zone are, intensity of physical growth in mouza / Ward and population growth. In City Corporation and Pourashava, the Ward considers as the primary unit of DADP zone. For Extended Area, mouza considers as the unit of DADP zone.
