Extent of Planning Area
The area recommends will control by the Chittagong Development Authority. It is approximately 212 square miles, 22 miles from north to south and 13 miles east to west. The area considers as center of Chittagong, chief port of East Pakistan. On the north, it includes Kumira and Hathazari. To the east the boundary follows a line beyond the Halda River. It crosses the Karnaphuli River and includes a large area on the east bank of the river. Again, it extends southwards to the point where the Karnaphuli joins the Bay of Bengal. Extent of the area recommends for control by the Chittagong Development Authority, presents on Key Plan 1.
Present population considers approximately 648,000 persons, of whom 370,000 lives in Chittagong and its environs. It shows on the 1:3960 scale plan. The calculation excludes east bank of the Karnaphuli River. About 278,000 population lives in the surrounding rural areas, including the east bank of Karnaphuli River.

Preparation of Master Plan: Major Assumptions
In preparing the Master Plan, to decide how far it accept existing conditions, and what major assumptions will made about the future. If whole of the old, congested area of Chittagong, swept away, and the planner had a clear field on which to work, he would present proposals differing radically from those he would present on the basis of the present town remaining, Following major assumptions considers on such concept:
Chittagong will maintain its position as East Pakistan’s chief port, and that its importance as a major industrial centre will increase.
The central area of present day Chittagong, the old town will maintain as the principal business and shopping centre.
Extensive, relatively low lying area, west of the Dacca Trunk Road and southwards to Patenga, inundated by the October 1960, tidal surge. The area stands from 10 feet to 20 feet above sea level, will continue to be developed and the protection against further inundation needs coast protection works.
Th population will continue to increase at a rate of approximately 2.25% per year.
