Communication with Community Leaders: Bring development to the local mass through representatives, in this case, community leaders or civil society.

Interaction through Community Meeting: Discuss various issues concerning planning and development through assembling community meetings or public hearings.

Interaction with Representative Community and Multi-Village Organizations: Deliver development to the local mass through representative organizations instead of leaders or stakeholders.

Interaction with Representative, Functional Organizations: Intermingling with the local population through feasibility based organizations rather than interest based organizations.

Interaction with Representative, Regional-Level Organizations: Providing development through much bigger organizations that work from local to regional level.
