Purpose of the Ward Action Plan

Vital part of a Master Plan identifies Ward Action Plan (WAP). The plan mainly concerns spatial development including issues of development control. Absence of Action Plan not only hampers undertaking development projects by planning authority but also leads uncontrolled and unwanted spatial development in the private sector. Land use zoning provision provides in the Action Plan (AP) to enable detailed view of proposed land use and development. 

 The provision of Action Plan inherent in the Structure Plan with some specific purposes. Those are:

  1. Provide basic micro-level infrastructure and services in the Pourashava follows systematic planning, under the policy framework of Structure Plan.
  2. Creates congenial environment to promote economic activities.
  3. Improves drainage system and protect natural water channels from encroachment.
  4. Creates service centers to promote urban growth.

Mere preparation of Action Plan not considers sufficient due to resource constraints. Securing Right of Way (RoW) for circulation network and utility corridor needs huge funds which cannot met from public exchequer. To minimize the cost of development, Pourashava needs to involve the landowners in the development process. This can be achieved by declaring some of the developing corridors as concession for development through people’s participation where landowners will become development partners and share the development cost through contribution of a portion of their land. Pourashava needs to follow Action Plan for those areas utilizing development techniques like Guided Land Development or Land Readjustment Technique. The Local Government like Pourashava needs to show strong determination and willingness. To accomplish involving hundreds of people seems very difficult task of Action Plan. At the same time, Pourashava needs to increase their efficiency and do the work at the appropriate time.

Implementation Policy and Technique

Several patches of land in the Pourashava jurisdiction lies where planned development possible, using different land development techniques. One of those techniques named Land Readjustment Technique widely ensures the concept. The plan is being prepared for designated areas in conforming to the land development techniques known Action Plan.

Successful implementation of the Action Plan depends on the technique follow for development. More efficient management handling the projects depends on the responsible authority. People residing in unplanned areas would feel the benefit of such Action ensuring more effective community participation.
