A model of Development Administration must fulfill the following criteria –
- Reject status quo and direct towards change and more so towards results.
- Planning is essential to decide the framework of resources and time allotted for a development function.
- Follows a dynamic approach and encourage new and better ways to achieve objectives.
- Focuses planning for the people as well as with the people. It is people-centered, must empower society as a whole and not product or profit-centered.
