THANA PARISHAD ACTIVITIES AND THEIR PERFORMANCES : Study on the Dumuria Thana Parishad of Khulna

In Bangladesh, a large number of services authorize for local government institutions in their respective Ordinances. Those institutions are City Corporation, Pourashava, Zila Parishad, Thana Parishad and Union Parishad. But, in fact, those institutions are not well structured to render the services. As a result, regulatory authorization stands idle behind the actual performances.

Construction and maintenance of transportation and communication facilities, agriculture and irrigation facilities, infrastructure and education facilities considers as common function performs by the local government like Thana Parishad. A large number of authorities also involves to perform those activities. Such duel performances raise question of appropriateness and efficient outcome of the activities performs by the local government.

Local government considers as an effective and important tier of the central government for local level development. Administration, budget, planning and development of local areas involve with the local government system. Except local government, a large number of public authorities perform their activities through their own administration, annual budgetary allocation and planning and development of those activities. Those authorities act as separate wings of the central government. They perform same activities as prescribed for the local government institutions. As a result, one type of dualism in the administrative structure of Bangladesh prevails, one is the outcome of direct election and other is public administration. Such duel directions identifies as the key problems of local level development.
