CRITICAL ISSUES ON THE EVOLUTION OF URBAN LOCAL GOVERNMENT IN BANGLADESH WITH SPECIAL REFERENCE OF THE CITY CORPORATION
National or Central Government always imposes a control over the Local Government follows rules and regulations on establishment, function, responsibilities, budgetary allocation, etc. Aims of Local Government follows the collection of local resources and distribute it among the local people according to the demand. At the same time, national economic development using local resources and socio-economic development proceeds.
Local Self-Government stands as primary formation of the local government in Indo-Pak Sub-continent. Such type of formation was in rural based. A gradual development and evolution of the local government system creates urban formation of local government. The process totally follow the regulatory framework. It means, the system of local government changes according to the changing character of regulations. The changes evolves from the year of 1842, during the primary formation of urban local government in Bangladesh. At present, shape of urban local government identifies as the City Corporation.
Urban local government changes radically through years but not produces any effective role on urban development activities. From the year of 1960, urban local government renamed as Municipality with dramatically and diversified role. Till then, the role remain but urban local government changes from Municipality to Pourashava in 1977 and Pourashava to City Corporation in 1982. As a result, different type of problems generate on the development activities and administrative performances of the government.
The study focuses on some issues as problems generate due to the evolution of urban local government. Emphasizes on the regulatory and development efforts rather than administrative reformations.
