From the beginning of 18th century A.D, when the British administrators rule this Sub-continent starts to establish rules and regulations for performing administration suitably and easily. With these views, they frames some regulations on physical development of rural areas. Different information scatteredly exists with the views on introduction of rural development.

The first attempt to provide an institution at village level found in the Chawkidari Act of 1871. The scope of this Act further elaborates by the Act of 1880. The Chawkidari Act, 1880 notifies to constitute Panchayat in each village or group of villages, mainly for the maintenance of rural police.”  “In fulfillment of the said Act, setup Local boards in each sub-division of the district and Local Committees or Village Panchayat in each village or group of villages. The system further strengthened under the Local Self-Government Act, 1919.

The Chawkidari Panchayat forms under the Chawkidari Act, 1880 and the Local Committees under the Local Government Act, 1885, integrates new organizations named Union Boards. The Local Board abolishes in 1938 (the term of office of those local bodies uses for three years). This system continues to function in the district till the introduction of the Basic Democracy Order of 1959.
