In Bangladesh, urban development seems essentially an activity that follows by the public and private sectors. Government plays an important role in the process with the provision of urban infrastructure (water supply, electricity supply, etc.). Provisioning of community facilities (schools, hospitals, etc.) and land development activities also includes in the preparation process. Without any plan, urban development results inefficiencies and inequalities. The purpose of the plan therefore sets Government policies with regard to reduce such inefficiencies and inequalities.

The Structure Plan aimsto provide a long term strategy for the year 2031 for accelerating development of Tungipara Pourashava and its environs. The plan composes with a report and a map of scale 1:1980 and indicates magnitude, direction of future growth of Tungipara Pourashava and sets recommendations for spatial and sectoral policies.
