Importance
Planning regulations consider as the prime and important means for planning, development and control of the urban and rural development activities. Those regulations provide the means of ways to the people for better living environment through building regulations, environmental regulations, infrastructural development, landuse and zoning provision, development and use of communication facilities. Regulations on the management system follows by the public authorities. A large number of statutes and enactments identifies as the planning regulations. Those regulations prescribes as Act, Ordinance, Rule, Government Order or President Order, by-laws, etc.
Execution
Study on the execution of the planning regulations incorporate enforcement problems related with the efficient manpower and also the regulatory drawbacks with special attention. Enforcement procedure of the regulation just likes as the colonial system. Regulatory drawback including obsolete regulations, inappropriate regulations, poor penalties on the contravention of regulation. Poor management system presents as the major enforcement problem of the planning regulations. More special problems identifies in the subjective discussions such as settlement construction, master plan preparation, acquisition of land and urban environment. Most of those special problem generates on the causes of regulatory problems.
Enforcement Problems and Proposal
At present, planning regulations involve and accumulates with large number of statutes and enactments. A number of enforcement authority practices those regulations. As a result, different enforcement problems regarding planning and development activity generates. To remove those problems and make efficient enforcement system a separate statute on the control and management of the planning and development activities need. An independent authority with separate branches will be the enforcement authority. As like County Council and County Borough of England, it will be Urban Governance or Municipal Governance for urban areas and Rural Governance for rural areas in Bangladesh.
Reservation
It discourages here that, any interest for any person, authority or Government not be preserved using statutes and enactments. An effective role of the enforcement authority will maintain if the interest of the employees remove from the statutes and enactments. As a result, any affected person by the employees of the authority may frame Court case for justice.
For an effective execution of the regulations, re-arrangement of the enforcement authorities is necessary. Such re-arrangement will be Single Authority with Multiple Acts and Users. This Single Authority will be established according to the subjective arrangement.
