Terms of Reference (ToR) of the project named Third Urban Governance Infrastructure Improvement Project (UGIIP III) initiates and guides by the Local Government Engineering Department (LGED) of Bangladesh in 2016 and completed in 2019. Mostly ‘A’ category Pourashava Master Plan was prepared through this ToR.

The term ‘Master Plan’ considers here as a package of 8 plans, mentioned below. The term uses for covering regulatory bindings as presents in the Local Government (Pourashava) Act, 2009. Master Plan prepare for managing and promoting development over long-term (for all plans except Financial Investment Plan and Action Plan) and medium-term (for Financial Investment Plan and Action Plan). Except Financial Investment Plan and Action Plan, other plans cover 20 years time-frame. Financial Investment Plan and Action Plan  covers 5 years but a 5 years interval (for next 15 years) presents as a guideline based on the development necessities and demand of the people. A chronological selection of the services or facilities prepare using phasing and income of the Pourashava.

The Master Plan consists with the following plans:

– Structure Plan

– Landuse Plan

– Road Transportation and Road Traffic Management Plan

– Drainage and Utility Services Plan

– Environmental Management Plan

– Urban Services Plan

– Financial Investment Plan

– Action Plan

Coverage of the Master Plan follows existing Pourashava areas and their immediate surroundings with the purpose of providing development guidance where most of the development activities expect to take place over the next 20 years. Delineation of the Master Plan Area considers existing growth area and its trend of development. It contains more detail about specific policies require to be implemented.

Objective

The objective of Pourashava Master Plan sets as to:

Find out development issues and potential of the Pourashava and make a 20-year development vision and prepare a Master Plan.

Plan for the people of the town to develop and update provisions for better transport network, housing, road infrastructures, markets, bus terminals, sanitation, water supply, drainage, solid waste management, electricity, education, health, recreation and such other infrastructure facilities for meeting the social and community needs of the poor and the disadvantaged groups for better quality of life.

Prepare a multi-sector short-term investment plan through participatory process for better living standards by identifying area based priority – Drainage master plan, transportation and traffic management plan, other need specific plan as per requirement in accordance with the principle of sustainability.

Provide controls on private sector development, clarity and security with regard to future development.

Provide guidelines for development considering opportunity and constrains of future development of Pourashava.

Prepare a 20-year Master Plan to be used as a tool to ensure and promote growth of the Pourashava in line with the guiding principles of the Master Plan and control on unplanned growth by private and public organization.
