Four agencies are involved in the construction of transport infrastructure. They are Local Government Engineering Department (LGED), Roads and Highways Department (RHD), Bangladesh Railways (BR) and Bangladesh Inland Water Transport Authority (BIWTA). LGED already formulates an ambitious 20-year plan for development of rural roads. RHD initiates preparation for the formulation of a plan for development of national roads. BR (Bangladesh Railway) also works on a program for (expected) finance by the World Bank and ADB. BIWTA organizes a study, which might lead to the preparation of a long-term plan for restoring navigability of the major waterways.

All the above-mentioned planning initiatives pursue in isolation. No institutional coordination stands between the Ministries and agencies concerned. It largely explains by the fact that the country never actually had any transport policy. In absence of any policy, all decisions made on ad-hoc basis results investment inefficiency. The government recently approves an Integrated Multi-modal Transport Policy (IMTP), the first of its kind in Bangladesh.
