Bangladesh achieved significant success in the road transport sector over the past twenty years. On the other hand, many roads and bridges, railways and waterways have deteriorated beyond maintenance. The situation further compounds by continued over emphasis on new roads. Maintenance of existing transport infrastructure, demand management and least-cost supply options including alternative modes received less priority.

To start with, it is essential that the ministries and agencies concerned complete/update their respective sub-sector infrastructure (and rolling stock, if any) inventories and based on which prepare plans. First being oneĀ  forĀ  insulating hard-earned achievements from any loss. Secondly, they should identify inadequacies or shortcomings of past interventions. Prepare a separate plan for fuller capacity realization of the existing infrastructure including both physical and institutional. Thirdly, they should identify the new challenges and accordingly prepare development plans for implementation.
