NEEDS RESTRUCTURING OF THE LOCAL GOVERNMENT INSTITUTIONS OF BANGLADESH

In Bangladesh, local government preserves planning and development right on physical development in their jurisdiction. They performs multi-dimensional roles. Among them, physical planning and development activities stands with an important role as prescribed in their statutes.

The term ‘local authority’ and ‘local planning authority’ is not synonymous. A wide range of differences involve in these two terminologies. According to the Bengal General Clauses Act, 1899, local authority shall mean, “a Municipal Committee, District Council, body of Port Commissioners or other authority legally entitled to, or entrusted by the Government with, the control or management of a municipal or local fund.” According to the definition, local authority only authorize to control and manage local fund. The British Government was followed the procedure in the Sub-continent to collect fund from local level authority.
