Terms of Reference (ToR) of the project named Upazila Town Infrastructure Development Project (UTIDP) initiates and guides by the Local Government Engineering Department (LGED) of Bangladesh in the year 2010 and completed in 2015. Mostly B and C category Pourashava Master Plan was prepared through this ToR.
Master Plan/Urban Area Plan or Multi-sector Investment Plan will prepare for managing and promoting development over medium term. The basis of the medium term planning strategies sets by the longer-term Structure Plan. Basically the Master Plan considers as an interpretation of the Structure Plan over the medium term (10 to 15 years). Coverage of the Master Plan includes existing urban areas and their immediate surroundings. The purpose of plan will shows development guidance. The areas where most of the urban development activities expect to take place over the next 20 years initiates as covered area. Delineation of the Master Plan Area includes urban growth area as identified in the Structure Plan. It contains more detail about specific programs and policies that require to be implemented over the medium term. The Master Plan/UAP/MSIP consists the following plans:
- Land Use plan
- Transportation and traffic Management plan
- Drainage and Environmental Management Plan
Objectives
Objectives of the Pourashava Master Plan is to:
Find out development issues and potential of the Pourashava and make a 20-year development vision for preparing a Master Plan in line with the vision of development.
Plan for the people of the town to develop and update provisions for better transport network, housing, infrastructures for roads, markets and bus terminals. Sanitation, water supply, drainage, solid waste management, electricity, education, leisure and such other infrastructure facilities will consider in the plan. Also provisioning and meeting the social and community needs of the poor and the disadvantaged groups for better quality of life.
Prepare a multi-sector short and long term investment plan. The plan will follow participatory process for better living standards by identifying area based priority. It also includes Drainage master plan, transportation and traffic management plan, other need specific plan.
Provide controls for private sector development, clarity and security with regard to future development.
Identify guidelines for development considering the opportunity and constrains of future development of Upazila Town.
Prepare a 20-years Master Plan as a tool to ensure and promote growth of the city in line with the guiding principles of the Master Plan. Design control any unplanned growth by any private and public organization.
