Conceptualization of the Implementation Issues

Substantial agency support considers as first step for implementation of the Master Plan. This support needs to forth-come from different sectors of urban management and development at the initial stage. Important public agencies directly involves with the implementation of the plan, names –

• Pourashava, LGED, RHD
• Bangladesh Water Development Board (BWDB)
• Department of Public Health Engineering (DPHE)
• Rural Electrification Board (REB)
• Bangladesh Telephone and Telegraph Board (BTTB)
• Directorate of Health
• Directorate of Environment
• Bangladesh Agriculture Development Corporation

Formation of Planning Section

A close co-ordination among the public authorities need for implementation of the Plan. Moreover, a planning section needs in the Pourashava administration. Involvement of experienced employees from different backgrounds need with the formation of this section. Furthermore, to strengthen the planning section of Pourashava, following steps need to follow:

1.The planning section headed by a Town Planner will responsible for maintaining development control. The section formulates with planning section, authorized section and land clearance section (Estate Section).

2. Except development control, a small scale project based on the Master Plan / Urban Area Plan will prepare by the planning section and the section will implement those projects. That might provide sufficient inputs / guidelines for taking up the projection a bigger scale. In all cases, planned development of Pourashava will be ensured by the project.

3. Different committees for planning activities and development control will form. Stakeholders including political decision-makers at local level acts as the member of those committees.

The implementation issues also includes institutional capacity of the Pourashava, monitoring, evaluation and updating of the plan. People’s Participation in Plan Implementation Process emphasizes as important consideration. Involvement of Public Sector Agencies in Implementation and Resource Mobilization presents as final outcome.
