Khulna Development Authority (KDA) prepare for the first time, a Master Plan in 1961 for an area of 70 sq. mile (181 sq.km.). The plan covers 20 year. After expiry of the first Master Plan in 1981, a new Master Plan project starts in 1997. The plan initiates as, ‘Structure Plan, Master Plan and Detailed Area Plan for Khulna City’. It considers a package of three urban development plans.

However, first two plan follows a preparation of totality but not the third. Only three Detailed Area Plans were prepared as samples. KDA, on a later stage, undertakes another planning project and prepare the Detailed Area Plan. The plan follows potential urban areas following the samples. The current project provides a follow up of 2001 Master Plan and prepare Detailed Area Plan. The project ensures planned development for future and promote congenial urban living. Expedites economic uplift in a more efficient way through promotion of infrastructure and services.
