The National Physical Planning Project is based in the Urban Development Directorate under the Ministry of Works. The project assists by the United Nations Development Program. The United Nations Centre for Human Settlements serves as the executing agency.

The project proposes the preparation of plans at regional, urban and local planning levels. The tripartite review meeting (between the Government, UNCHS and UNDP) held in October 1984. All parties agree that the project will contribute to the Government’s decentralization efforts by preparing Upazila and urban plans. The project Steering Committee, composed of representatives of appropriate ministries, decides that among 6 towns and 5 Upazilas for which plans will prepare would be Rangpur.

The development of Rangpur shows against a background of extremely high and rising density of Bangladesh. In 1981, Bangladesh population calculates 90 million, currently exceeds 100 million. the population expects to reach between 140 and 150 million by the turn of the century. This will increase the density of population to around 2800 per sq. mile. Produces difficulties in achieving levels of food self-sufficiency at adequate nutritional levels. In recent years, Bangladesh had made significant steps in increasing self-sufficiency and this impetus will maintain in view of the anticipated population increase.
